Policies section is one attempt per game mode. If the first attempt’s score is ≥ the minimum requirement for referees, then yes.

With the exception of an actually powerful forum, I changed nothing to have possibly made it “too hard” from last year.

Personally, I think that failing the time part should be the only thing that disqualifies you, minus the bans. If they dont get the rules in game theyll be striked and lose that way, which requires refs that actually know the rules. I say the time part because if they cant do utc or arent available the min req they wont show up to their match anyway.
